Justice 2000 provides GPS Electronic Monitoring for “high risk – low need” pretrial defendants in Milwaukee county.  The experience and accumulated expertise of Justice 2000 in working with courts to intervene effectively with pretrial defendants and monitor compliance with court orders combined with state of the science GPS (Global Positioning System) tracking technology provides Milwaukee County the opportunity to significantly advance its capacity to provide safe release of high risk defendants. 

With GPS monitoring, it is possible to support appropriate participation in community life while cost effectively identifying compliance with both inclusion and exclusion zone parameters by time of day.  This encourages defendants to remain employed or to gain employment, to continue educational and training pursuits or to enroll in educational and training programs, to obtain needed medical services, to enroll and participate in treatment to address personal issues, to seek religious guidance and support; in short, to participate in the community as a productive, law-abiding member. 

With its experience in providing release opportunities for pretrial defendants, monitoring compliance with court ordered conditions of release, and reporting on compliance to the court, Justice 2000 is ideally situated to bring the benefits of this advanced technology to Milwaukee County for pretrial defendants.  The GPS electronic monitoring unit will be a part of Justice 2000’s continuum of pretrial services under contract with Milwaukee County. Our experience strongly points to the importance of day to day linkages with other pretrial services for promoting compliance with electronic monitoring requirements.
