Justice 2000 is committed to follow the National Association of Pretrial Services Agencies (NAPSA) Standards on Pretrial Release and the American Bar Association (ABA)'s Criminal Justice Standards. Additionally, Justice 2000 follows the National GAINS Center for People with Co-Occurring Disorders in the Justice System's recommendation of a best practice model, APIC, that contains critical elements (Assess, Plan, Identify, Coordinate) designed to improve outcomes for people with mental health needs who are released from jail. Justice 2000 programs provide case management services to individuals with severe and persistent mental illness, who may also have co-occurring substance abuse problems, with cases pending in the Milwaukee County Circuit Court system. The programs' effectiveness is evaluated annually based on the following outcome measures: number of persons identified as being in need of services; number of persons admitted and served; reduction of the failure to appear rate at court hearings; reduction of the re-arrest rate; reduction of detention time at the county jail and state institutes; utilization of community resources.
